I would call the DWR, if it works out its yours Who knows the next guy won't be as honest as you and packs it home, then you will never see it again.

I'll tell my friend. His first thought was that if he tells the DWR he would never see it again. Where it lies he figures he would aleast pass it a time or two in future shed hunting trips. It's up to him as to what he wants to do. The skull wasn't near a skeleton. It was likely drug off by a cougar or coyote. I don't know how much investigation the DWR would be able to do but if my friend decides to call i'll update the post.
