I will tell you right now that I don't think the way they have the management bull elk plan is very well thought out.
If you take a bull that falls under the management plan and turn it in to the dwr you get your points and waiting period reinstated. This is crap. If you draw the tag you draw the tag. You should not get everything reinstated. There are some very big 5 points running around down there.
I really don't know what to think of this plan, it has some great potential but I think some revision needs to be done.

Yes, I agree with you on the management bull plan. It could have been a great 380----6 pointer who had a tine get broken clean off to the main beam during the rut, with great genectics, but under this new plan he would be a legal management bull. Like you said, turn him in, keep this beautiful wall hanger and you're right back into the LE draw next year. It shocks me that they didn't think this through more. Under this new plan, a hunter with max points could possibly draw out year after year and shoot a "management" bull. It looks like the 07 Proclamation is already at the printer.....could be a can of worms. #-o

Brett, Yes, you are correct only one LE species at a time. Pronghorns have really good draw odds, if anyone wants to hunt them but with the Monster bulls and Monster muley bucks that these LE areas are producing it would be tough to pass up those, afterall Wyoming isn't very far away and WY is king for speed goats.
I still think that it should be a youth only hunt. It would be a cool start for a bunch of kids and it would make the rules a little less complicated and help get some of the raghorns out of the herd.

I think the management bull hunt has some good potential, but it needs to be revised. The DWR wants to take more bulls out of the herds and get the bull to cow ratio back to where it should be in order to sustain a healthy herd. They are not trying to "cull" certain bulls out of the herd from what I have been told. However, I think it should be a hunt that provides more opportunity. It should take all of your points if you draw and close the loophole for the people with max points. If it took all of the points I don't think too many people with max or high points would be applying for the hunt. It would give seniors, youths, and people with lower points an opportunity to hunt mature bulls and their would be fewer people applying for the any bull tags.
The hunt does have some risk for people with high points though. There is always the possibility of holding out for a big bull and then not harvesting one.....then they will lose all of their points. I don't know if I would want to risk that or not. Archery and November elk hunts can be tough!

Here's what the security guys up at the state capitol are telling me.
We've been experiencing an onslaught of bot attacks (robot software similar to viruses) from infected computers. These bots generate a constant bombardment of requests directed at Web sites that the user of the computer frequently visits. The nature of these requests indicate that the bot is looking for security loopholes in the Web servers it attacks. As of last week, traffic to our Web site from these bot requests began exceeding our server's ability to keep up. Apparently, a good many users of the DWR Web site have computers infected with this bot. The security people are even considering the possiblity that the bot was specifically written or modified to target the DWR.
Last week, the state's network security people began blocking IP addresses that these bot requests were coming from. The block holds for a 24-hour period. If after 24 hours, that same IP address again starts generating bot requests, it's again blocked for another 24 hours. All this being the case, those unable to get through to the Web site are possibly infected with this robot software.
Our security guys are still trying to get a good handle on it and how it spreads, and they didn't have any specifics to give me on how to remove it, but they have, however, successfully removed it from several state computers. Those having this problem might want to fire up their anti-virus software to see if it removes anything from their computers.
