I've got a pair of uninsulated Danner Pronghorns that I've used for the last two seasons. They keep my feet warm. If it gets cold outside, I just put on a little bit thicker sock. I haven't had any problems with them.

Dont know how much snow Boise has received. I live down in Utah. The pics that I have seen of where he goes doesn't look to have much snow (if any).

I dont think any of the options were a 'cure-all'. I hope the DWR is able to increase the numbers with this option. I do think they will be better able to manage them than with the current system in place.
