Anyone know who drew the E. Kaiparowits tag in Utah?

There are two desert sheep tags for this area and since you can no longer look up names because of the privacy act, it is hard to locate the people who drew to see how they did. My uncle drew one of the tags but I would like to know about the other guy.

Bruce Kirkpatrick from Pennsylvania, drew a non-resident Kaiparowitz tag. His ram scored 162
