Utah's new Guide/Outfitter law

Just a head's up..
This new law go's into affect 1/1/2010,,I have personally just gone thru the whole process.
It's much more lengthily and in depth than most would expect, For those who haven't started
applications for licensing, plan on two to three weeks to get it through the system.

I was also surprised that the Division of Occupational & Professional Licensing and the DWR
in not giving any leeway to those not having all paperwork submitted by December 29.
Any guides planning on guiding hunts in January has to have the new license.

My understanding is that the new laws pertain to big game hunting only. My friend does some guiding for varmits. Am I correct that he doesn't need to go through the licensing process as he only guides small game and non-protected species?
