You can hunt cows on the boulder but its only one hunt and it goes the same time that the elk are migrating from the fishlake unit to the boulder unit so lots of fishlake elk are getting killed and being counted as boulder kills and I think that is screwing up the numbers since alot of what the DWR depends on for numbers comes from their computers
