Maybe I missed it but I'm assuming that you're opposed to the hunter orange rule? If that's the case may I ask why?

WA has had a rule of wearing a min. 400 square inches of orange for upland bird and modern firearms since I went through hunter's safety (18 years ago). I'm not sure about other animals but, from what I read, Deer and Elk don't see the orange. I personally wear an "orange camo" shirt and jacket when in the field to still keep my outline broken up.

I have hunted in a lot of different states, and in every one of them i have had to wear hunters orange, it is not a big deal.

Well I tend to agree,VOLUNTARY yes, MANDATORY...NO. There are times I don't want to stand out like a sore thumb. Let that be my chose not, the governments. Maybe Oregon wants to know how many people are still hunting the state, and we'll stand out better in hunter orange when they are out there countin'.
