Sometimes the law about leaving skulls with attached antlers sucks. My buddy was out and came accross this elk skull. He left it their of course but wishes the law was different.
Call the DWR I found a Huge 6x6 a couple of years ago they come up an investigated it and less than a month called me come and pick it up from them. They made me get a gps on it and I told them I would take them right to it. I'll tell my friend. His first thought was that if he tells the DWR he would never see it again. Where it lies he figures he would aleast pass it a time or two in future shed hunting trips. It's up to him as to what he wants to do. The skull wasn't near a skeleton. It was likely drug off by a cougar or coyote. I don't know how much investigation the DWR would be able to do but if my friend decides to call i'll update the post.
