Agreed. The part that amazes me is it happens year after year, not just once and a while.

+1 on the year after year and I will add that they don't have cute little names for them all and the people who know the area don't even seem to know every buck out there so there is potential to shock the world and I like that, it is one of the reasons I don't like the idea of a lot of sheep hunts or the Antelope Island deer hunt etc. people who know it know exactly what the top end is and every animal on down.

Just out of curiosity, and I haven't done any research of my own... but what does it take to draw a "Strip" tag?

I stole this off another site and I can't vouch for it's accuracy but it appears to answer the question. I don't know how many points he means by max points?

"Well folks, I finally got the list of successful applicants for the PREMIUM deer draws in Arizona for 2009.

I get it because I buy the list.

In looking over the AZ Strip archery list, with 30 permits, not surprising that non-residents drew tags one through three. That finished them off as that is their 10%. The other three tag holders who were drawn under the 20% pass rule put in on the same application, and drew tags four,five and six. All are related (famous elk hunting family) and are of course AZ residents.

That means that 27 of the 30 archery tags went to residents. It is as it should be.

On the late Kaibab (west) hunt, there were 175 tags issued. Under the 20% pass rule, that means that 35 tags went to those with MAX bonus points. NR's can get up to a 10% of the tags. That meant they could get 17 of the total tags issued, but obviously they are going to get them all in the 20% pass draw.

It also means that since non-residents outnumber residents about 4-1, they should get their 10% early and often right?

Well out of the 35 tags issued, they (non-residents) got tag numbers, 1,3,5,6,7,8,9,10,12,13,14,15,16,19,20,21, and the last non-resident drawn had tag number 24. Arizona residents with max bonus points drew tags 2,4,11,17,18,22,23, and tag number 25 through 35.

It worked out exactly as I have been saying it would.

If non-residents don't have MAX bonus points for deer, they can never draw the PREMIUM deer tags north of the ditch, though they can and do draw up to their 10% on the early east and west Kaibab hunts WITHOUT max points.

Same with the rifle Strip tags...

There were 55 tags available and with the 10% rule and 20% rule in place that meant NR could get just five tags.

And with the 4-1 ratio of NR to R, it played out perfectly.

Tag numbers 1-5 went to NR, while 6 through 11 went to residents with max bonus points.

At that points NR's are shut out of the draw--even those with max points that go back into the draw can't draw! Ultimately all the tags from 6 through 55 went to Arizona residents.

So once again we see how the system does work and it works exactly as it was drawn up.

NR's get a max of 10% of the tags, and Arizona residents will always get at least 90% of the available tags (on premium hunts)."
