best unit to hunt mule deer bucks and does in wyoming?

im going to wyoming next year to hunt muley buck and posibaly doe. i was woundering what the best unit would be to hunt them in?

I hunted Region E in Oct. Good deer population, lots of hunters. But deer are managed for numbers not quality. (**!!)

With out preference points you will have a very difficult time hunting any of the good units some regional tags are almost always left over for the North east and south east lots of private and public.
