I like to use hydrogen peroxide (the drug store strength) and water. Mix 3/4 peroxide to 1/4 water and let the skull soak. If you can submerge it that best, but if not you can run the mixture over the top a couple of times a day with about the same results (keep off antlers if it has them). After a three to four days take out the skull (the peroxide mix can be reused if it isn't to dirty) and set it in the sun out of the reach of critters for a couple more days. It should be quite white by now. You can finish and protect it wtih clear Krylon spray sealer. :thumb

No, you have to have all the meat off. One good way to check if your skull is really clean is to leave it in a warm room for a day or two. Your nose will tell you if you left anything #-o . A clean skull will have absoulutly no oder. My favorite tools to get the clingies off are a flathead screwdriver, a small brass brush and a piece of bailing wire.
That said I have had no problem leaving the small bits of hard cartilage around the ear cannal and the very back of the skull.
