Elk hunts OTC around the west?

Well after reflecting on my first elk hunt a couple years ago i'm dyin to get out after em again!! But still I dont know much about tags with elk. Are there any regions (do they go by regions like deer?) here in utah I can buy a tag over the counter for rifle (no spikes - 4 pt. or better depending on area)

If they all go out in the draw in utah, then are there any tags in colorado, wyoming, or somewhere relevantly close that I can buy a tag for rifle over the counter and have a pretty good chance at seeing some elk? (i know thats a pretty wide-spread question or however youd call it.. but you guys know what i mean, right?)

Colorado has MANY zones that are OTC with lots of elk.

utah has general elk tags where you can hunt with a tag you can buy. they also have a spike hunt where you can hunt spikes on certain areas.

the problem is there isnt much public ground for a general tag, and if you hunt public, you stand a good chance of eating tag soup.
