General Elk license in Wyoming

If i were to buy a general elk license (nonres) in Wyoming. Where would i start to look for decent herds. I have hunted deer in south central WY on the colorado boarder, we only hunted for 2 days before bagging our bucks http://muleymadness.com/forum/viewtopic.php?f=2&t=10993 so i didn't see any elk. Would I be wasting my time in starting my search for decent bulls there or should i look elsewhere. I'm buying a point this year since i didn't put in for the draw for elk, but would like to start hunting them even if it isn't the most prime areas before i draw a decent tag. Any help would be appreciated and recipricated if possible.

I don't think non residents can actually by a tag. You have to draw it. I'm not sure of that so you'd have to call game and fish. I know there is a pretty good herd down south of Rock Springs.
