Idaho Help

I am looking for anyone who can give me any pointers on a good area to hunt in the panhandle of Northern Idaho for elk. We are looking for a hike in or pack in rifle hunt in the panhandle. We currently hunt every year in colorado and are looking for a change. Also what is the chance on getting a tag your first year in Idaho?? Thanks in advance for any help.
