I'm a bit of a numbers geek so here's my opinion:

Let's assume you hunt rifle and are "just starting to build your points" so you have 0 bonus points.
Pausaugunt draw odds are ~0.36%
Book Cliffs draw odds are ~0.80%
(multiply those #'s by the number of bonus points you have for your actual odds)

Using huber-spiffy spreadsheet formulas, based upon the bonus point trend since 2006, I project the number of bonus points to get into the guaranteed tag pool to be (remember it's a projection... but I've been VERY close the last couple years):
- 12.5 points for Pauns. (a.k.a. half of the guaranteed tags to guys in the 13 point group or higher and half of the guaranteed tags to guys in the 12 point pool)
- 9.4 points for the Books (60% of the guaranteed tags for guys in the 10 point group or higher and 40% of the tags to guys in the 9 point group)

The real kicker is the number of tags that are offered. The Pauns. offered 70 tags last year and the Books offered 286. Half of those tags go to guys with the highest # points, so you would only be "in the running" for 35 and 146 tags respectively. With that in mind, the hands down winner for the best chance of drawing is the Book Cliffs. BTW, if you're not a rifle hunter & curious I have the archery or muzzleloader numbers as well (I have them for every deer & elk unit in Utah... and my wife hates the spreadsheet!).

The Books is a fun hunt, I accompanied a friend two seasons back... you'll see tons of deer no doubt. The Paunsaugunt would be an amazing unit to hunt, it's reputation (even though popular opinion is that it's not what it used to be) is incredible. I'd be thrilled with either unit personally. Best of luck to you in the draw, regardless of which unit you apply for.

I'm a Pauns fan myself. You can draw the bow tag with 4-6 points and the muzzleloader is about 7 or 8 I believe.

I guess the computer will give you the "real" odds and with 4 or 5 its not a guarantee but you have a decent shot. I know of alot of guys that have drawn with 4 or 5 in past couple of years.

I drew the Pauns in 03 with no points and then again in 08 with 2 points (archery both times) Lucky i guess. My avatar is my 08 buck.

I drew a rifle Henries tag a couple of years ago with just ten points.

It does happen from time to time.

Sorry still have to brag.
