Is it common for people to hunt public land on a unit wide landowner tag?

It,s called the E-Plus system. Basicly the landowner agrees to let anyone holding a tag for that unit can hunt on their property, in return the people buying his ranch tag can hunt the unit his property is in. If you go to the NM website there is a list by unit that you can confirm he is part of the program.
