Question for everyone

I have been checking in to hunting CO for Elk with my muzzleloader and in the regulations it states that you can't use sabbots and this is where my question came up. I use powerbelts now and I am unsure if they are considred sabbots or not?? I have checked here in MN and have got mixed results nobody is realy sure. Thank you for all your help
