Selecting a GMU to hunt in

After reading Hunting For Life's post about where could he find some place just to kill a elk for meat got me to wondering about something.
Now remember i dont know much at all about elk hunting. So here is my question. When hunting in Co do they have different harvest qoutas for each GMU ? Is there something to look for when tring to select one to hunt in as far as if you are looking for a big bull or just looking to kill a elk ?
