What happened to the trophy population

Only being 16 i haven't hunted long enuff to remember when people only got 4 points and getting a 2 point was very rare but nowadays it seems getting a 2 point is normal while getting a 4 point plus is really hard and takes a really good hunter to do that, i dont understand why we give out the same amount of tags every year because each year it is getting worse around here there are less and less people filling their tag, when i was out hunting i saw a guy take a spike and its antlers only went above it's ears about an inch is all and that was a big deal for everyone because he was one of the few to get a muley

wat do you all think on my topic

ps: either the state of utah should hand out less tags or close the hunt down for a year or two in order to get the declining trophy population back up to where it should be
