The Bureau of Alcohol, Tobacco, Firearms and Explosives, on December 17, "PROMULGATED" a "60-Day Emergency Notice of Information Collection" -- in which it proposes to repeal, by administrative fiat, those portions of the McClure-Volkmer Act, which prohibit keeping a registry of gun buyers.
The new proposed rule will, for the first time, establish the precedent that licensed firearms dealers will be required to report to the government the sale of two or more semi-automatic rifles that are .22 caliber or greater, can accept a detachable magazine, and are purchased by the same person within five business days, without an Act of Congress. This is being done as an "emergency' action intended to deny the Congress an opportunity to act.
BATFE's "quickie" action stands in direct contradiction of federal statute. Obviously, BATFE hopes that its unlawful action will be ignored in the middle of the Christmas season. But, the law-breaking BATFE is not taking a vacation. Please do what you can to:
* Call the Office of Management and Budget (OMB) at (202)395-6466 to voice your opposition to this end run around Congress; and
* Send e-mail comments, suggestions or questions to Barbara Terrell of the BATFE atBarbara.terrell@atf.gov
