9er, Yes if a resident hunts with you. They have to go to G&F and fill out a form.

I't a deal the outfitter ass. pushed thru, there's no cost but a res has to get a permit. I've never heard of anyone getting a fine for not having one but there is allways a 1st.
Most of the Wardens think it's a pain.
It's funny that a greenie for NY city can hike and camp in a wilderness but hunters have to have a guide.

9er, I think the law is totally wrong and should have never been put into place to begin with. Larry is right, every non-resident can use the Wyoming Wilderness areas all year long, except hunters. WYOGA benefits big time from this law and we NR's will have to hire guide to use these areas, unless we have a resident who is willing babysit us and fill out the neccessary forms to take us into the wilderness areas.
9er, You asked if you'd get fined. Yes you will. The wildlife officers are responsible to enforce the law, not neccessarily to agree with it.
I would love to see this "law" get overturned in the near future and that might happen especially if groups like the Backcountry Horsemen Association would take it on and fight to get it removed. [-o<
