Wyoming Unit 117, 118

I will be applying for a deer tag in either 117 or 118 this fall. This will be only my second hunt in Wyoming (non resident). I am looking for a hunt where I see mule deer on a daily basis and have a chance at a 24" 4x4. That being said, I am hoping you guys can give me some info about these units.
I know that 117 is a early hunt up high. It seems that residents like applying for this unit (draw odds around 25%). From what I heard this unit is marginal for trophy quality. That being said, why do the locals apply for the unit if the quality is no there? Also, what are the deer numbers like in the unit. Can a guy get on some numbers and shoot a 24" buck up there?
118 is a mid season hunt a little lower. The draw odds for locals are good. That tells me its not a high demand unit for them. The unit has a good amount of public land. What is the quality like in 118. Is a 24" buck do able there? Also, being that 118 is a lower elevation hunt is it better to hunt towards the end of the season? Is this a wintering area for deer?
If you guys have any info on the units I would appreciate the help. Feel free to send me a PM if you can help me out. Also, does anyone know who the wardens and wildlife biologists are for these units. I know they are a good resource for info.

I have hunted here 2 times. Don't expect to see deer everyday there is a very low population. In fact we hunted there 10 days 2 years ago and did not see a fawn and very few does. There is lots of wilderness in the unit and I think that is why locals like to hunt it. From my research the trophy quality has gone down hill. There are lots of bears in the south part of the unit u will see some but more deer. If you hunt hard you will eventually run accross and we did shoot 2 decent bucks but not 24 inches. There are a lot of sheep hunters and very few deer hunters. Very few nonresidents apply for this unit and i think the regualar draw they only give out 5 tags. Now days once you burn your points there are very few places to go without a few points in your pocket. I would not burn more than 1 point on this unit but i imagine you already applied. Good luck. I dont' know much at all about 118.
