Youth Elk Pref Points????

Whats up with no preference points for the youth elk hunts?
I was planning on just buying my 12 year old a point, but it's strictly a random draw and once-in-a-lifetime......... Why not have points for this hunt?
He'll be able to apply for six years..... odds are he should draw in that time, but it would be nice to increase his odds for a tag in the earlier years before the "busy-teenager" syndrome takes away his hunting interest.......
